These Houses Have the Ultimate Water View

Few places in the world are as married to the water as Venice. Not only has the Floating City replaced streets with canals and land with islands, but its buildings also sit on wooden piles, driven into the ground deep below the water. Like much of the sea-hugging world, the city is also facing an existential threat as the waters rise and its ground sinks.

The city’s art and architecture Biennales (the 2018 Venice Architecture Biennale starts on Saturday and runs through Nov. 11) have long reflected this simultaneously magical and dire condition, with exhibit after exhibit addressing sustainable architecture, climate change and rising seas.

Many have even drifted along Venice’s canals themselves, including Mike Bouchet’s (doomed) floating house; Croatia’s floating pavilion; Kunle Adeyemi’s floating school; Joana Vasconcelos’ floating artwork, Trafaria Praia; and Aldo Rossi’s floating Theater of the World.

As is so often the case, life is imitating art, and floating architecture is emerging as one of the built world’s most promising markets — for many of the reasons pinpointed at the Biennale.

“We see architects as spanning between infrastructural ideas and society,” said Yvonne Farrell, one of the Biennale’s directors, who posits that if architects can take a leading role on vital environmental issues through emerging technologies like floating buildings, then they can also help re-establish their primacy in the construction process.

“You cannot not deal with environmental issues if you’re an architect these days. It has to be an essential part of your value system,” added Shelley McNamara, who is also one of the directors. “We’re all connected. We have to find solutions where art and culture and industry can all find a way to survive.”

Architects, boat builders, developers and city planners worldwide are seizing on the opportunity as cities run out of space to build, tides continue to rise and demand for efficient construction spikes. They’re creating inventive designer homes and floating resorts, and even floating cities that can be prefabricated off site and simply floated into place.

“For many, floating is something new and adventurous,” said Max Funk, co-editor of “Rock the Boat: Boats, Cabins and Homes on the Water” (Gestalten, 2017). The book reveals an explosion of creativity in buoyant architecture, including an egg-shaped floating cabin in England, floating spas (with working saunas) in Finland and the United States, and floating geodesic domes in Slovenia.

“Having a floating home used to be something only for vacationers or the uber-wealthy,” Mr. Funk said. “Now more people are realizing they can do it. And with downsizing becoming a trend, it goes along with the idea that quality of life is more important than size.”

Claudius Schulze, whose floating art studio graces the cover of “Rock the Boat,” built his 32-foot-by-16-foot timber-sided box, coated in fiberglass resin, for about 20,000 euros (about $24,000) with the help of friends, including a structural engineer. It has state-of-the-art amenities like Wi-Fi, onboard water filtration and solar power. It has its own motor (technically making it a houseboat), and Mr. Schulze has used it in, and en route to, Amsterdam, Paris and Hamburg, Germany, mooring it in each location for about €200 a month.

“It really is the perfect studio space,” he said. “It has all the inspiration and little of the distraction.”

On Seattle’s Lake Union — which has hosted floating homes since the 1920s and now has more than 500 of them — William Donnelly has lived in a multilevel floating home designed by Vandeventer & Carlander architects for more than seven years.

“I enjoy smelling the water, hearing the water,” he said. “I love the idea that my home isn’t fixed to the land. It’s freeing.” It’s not all perfect — the lake is popular, and sometimes his tightly surrounded home feels like a fishbowl — but he said that he would never live on land again.

Thanks to such situations, and to the rise in the price of waterfront property, the market for floating architecture is growing in North America, said Allison Bethell, a real estate investor analyst at FitSmallBusiness.com. Newer homes and their slips are not cheap, but since the market is young and houses are limited in size, they are rarely as expensive as prime waterfront real estate.

Outside of Seattle, where houseboat construction is being curtailed because of the potential impact on local salmon populations, Ms. Bethell said, the most prominent areas in North America for floating homes are the San Francisco Bay Area; Vancouver, British Columbia; Key West, Fla.; and Portland, Ore.; where the number of floating homes has doubled since 2012.

The trend is also expanding rapidly in Asia and the Middle East, but it is furthest along in Europe, particularly in the Netherlands, which is mostly below sea level. Estimates report that the country now has more than 10,000 floating residents, none more densely packed than in Ijburg, a growing development of floating homes clustered off man-made islands on the eastern edge of Amsterdam.

Over 50 of these residences — featured in the 2014 U.K. Pavilion at the Venice Biennale — were designed by Marlies Rohmer Architects & Urbanists and developed by Amsterdam-based Monteflore. The simple, industrial-inspired homes, floating on concrete bases (the current norm) were fabricated in a factory and floated into place.

“Most of the world now lives in cities, and most cities are near water,” said Ton van Namen, managing director of Monteflore. He said his team was working on a floating development along the west coast of Wales, and had been approached by interested parties from China, Singapore, Hong Kong, the Philippines, and Dubai and Abu Dhabi of the United Arab Emirates.

Koen Olthuis, an architect from the Netherlands who founded Waterstudio.NL, one of more than a dozen European firms specializing in boutique buoyant homes, sees floating architecture as the future. He said he had built more than 150 floating residences in the last 15 years, including a group of floating villas in Dordrecht, south of Rotterdam, that use heat exchange power and have extra-large foundations to create terraces and other outdoor spaces.

Now he is increasing his repertoire as both a designer and a planning consultant for floating hotels, restaurants, stores, resorts and private islands, and even floating cities.

“Blue cities,” as he calls them, can be more flexible and eclectic, and respond faster to rapidly changing demands from society and industry.

“I’ve talked to many urban planners, and they all say the same thing — by the time a city’s plan is finished, it’s no longer in line with society.”

He has consulted with officials in Rotterdam, the Maldives, Ivory Coast and Saudi Arabia, on flood-safe construction, smoother regulations for floating architecture, and how to float needed facilities, like a harbor, into place when needed. He envisions floating museums and factories shared by nearby cities.

“Once the elevator was invented, the whole recipe for a city changed,” Mr. Olthuis said. “Now a similar thing is happening on the water.”

The transformation of the typical floating building is, like most things in Dubai, going ahead full steam — thanks in large part to the Finnish company Admares, whose chief executive, Mikael Hedberg, started as a shipbuilder and now merges land and sea-based construction technologies.

Admares in 2016 completed the Burj Al Arab Terrace, a 2.3-acre island, attached to the sail-like Burj Al Arab tower, containing pools, cabanas, sun loungers, and a restaurant and bar. It was built in a factory in Rauma, Finland, floated into place in six pieces and then driven into the seabed via piles.

Besides location, what especially draws clients, Mr. Hedberg says, is the fact that since structures can be built off-site, on-site construction time is cut way down. The Burj Al Arab Terrace was set onto piles and welded together in about three months, subverting a landfill process that can take up to three years.

And unlike construction on landfill, floating buildings and islands create minimal ecological disturbance. Often floating platforms and piles, like those at the Terrace, serve as habitats and valuable cover for marine life.

The rise of floating design — and issues related to both rising tides and sinking cities — are having a clear impact on land, where designers and officials contend with water whether they like it or not. In many ways, floating buildings serve as laboratories for our new environmental reality.

Mr. Olthuis has helped create a development in Utrecht, the Netherlands, where “amphibious” homes — sitting on buoyant concrete bases and tethered to supports — can float in the event of flooding. (The Los Angeles firm Morphosis created a similar system for its modular, foam-cored Float House in flood-prone New Orleans.) He is also developing hybrid structures that can float on the water and, through a jack system, sit on land, making them even more flexible to personal and urban change.

“Land itself is no longer fixed in the way we’ve traditionally seen,” said Kristen Hall, an urban designer at Perkins & Will, which is incorporating water-reactive solutions for its new Mission Rock development at San Francisco’s Mission Bay, like pile-supported buildings, streets and sidewalks, and flexible utilities. “The question is, how much do you plan for change and roll with the change, and how much do you try to resist the change?”

A Dutch Architect Offshores the Future of Housing

RIJSWIJK, The Netherlands — Early next year when a converted cargo container on a floating foundation of plastic bottles opens on the flood-prone shores of Korail Bosti, Bangladesh’s largest slum, few of its users are likely to celebrate the 320-square-foot space as a revolution. Yet, according to Koen Olthuis, the lead architect on the project, it is part of the greatest transformation in urbanism since Elisha Otis built the safety brake that gave rise to the modern elevator, skyscrapers and ultimately urban density.

“It will change the DNA of cities,” Mr. Olthuis said of the technology at the heart of his designs in an interview in his studio, a converted supermarket in this suburb of The Hague that also serves as his business headquarters.

In an era when the needs of growing urban centers are changing rapidly and rising sea levels threaten waterside construction, Mr. Olthuis has been busy working on a solution: the floating building.

Mr. Olthuis founded Waterstudio — which he describes as the first modern architecture firm to exclusively build floating houses — in 2003. More than a decade on, he and his team consider themselves pioneers in a growing movement. The firm has completed more than 200 floating homes and offices, many of them in the Netherlands, where several floating neighborhoods have sprung up in the last decade.

The team’s designs have gone global, with showcases ranging from exclusive floating islands in Dubai and the Maldives for the superrich, to more modest designer homes in Europe and the United States, to projects like the floating container, called City App, that will serve as an education center in the poorest neighborhoods in Asia.

Mr. Olthuis was a candidate for Time Magazine’s list of the 100 most influential people in 2007, and he has been described as a visionary in the media. The BBC dubbed him the “Floating Dutchman” when featuring his plan to build a floating block in Naaldwijk, the Netherlands.

“He was really one of the first architects who saw that building on water could develop a whole new design language,” said Tracy Metz, an American journalist based in the Netherlands and a co-author of “Sweet & Salt: Water and the Dutch” (2012).

Although live-aboard boats and then houseboats have existed for centuries, the modern floating house is a relatively recent invention, with new materials and methods allowing for full-height construction without the loss of stability or the risk of intruding moisture.

The buildings are constructed on a floating foundation (sometimes stabilized by fixed stilts), which makes them flood-proof, affordable and independent of expensive real estate, although obtaining building permits can be tricky.

Perhaps most important for the slums of Dhaka, the units — which can house amenities like internet terminals, toilets and showers, large-scale water filtration, medical clinics, community kitchens and workshops — can be moved easily to where they are needed most.

“If I were to build only floating islands for the wealthy, I would only make 150 happy people in the next 20 years,” said Mr. Olthuis, 45, who is the grandson of both an architect and a shipbuilder. “If we use this technology also to upgrade slums, we can change the lives of millions.”

As for most of Waterstudio’s other clients, the top draws are the crisp, elegant and open designs, the water views, and — for those with pockets deep enough — the optional private beaches.

The first units of his high-end Oceana project in Dubai are to be delivered next summer. For the project, Mr. Olthuis and Dutch Docklands, the development firm he co-owns, are designing and building 33 islands of 11,000 square feet that support custom-built villas of up to 5,500 square feet each, at an estimated total project cost of $170 million.

The villas themselves resemble smaller houses he has designed in the Netherlands. With open spaces and barely-there transitions between the indoors and the outdoors, his designs are airy, light and modern. The undersides of the islands are equipped with anchor points for marine life that resemble holds on artificial climbing walls, leading to a collaboration with Ocean Futures Society, established by Jean-Michel Cousteau, the son of the explorer Jacques Cousteau.

Christie’s real estate, which is acting as a broker for the units, notes that they can be transported around the globe. Depending on the level of customization and enhancements, the islands will sell for an estimated $5 million.

For those on a tighter budget, Mr. Olthuis is set to help reconvert on-the-water living spaces in Weehawken, N.J., just south of the Lincoln Tunnel, on the Hudson River. The first phase of the project focuses on “livable yachts,” which are scheduled to go on the market late next year for slightly less than nearby condos, according to Steve Israel, the developer.

In Bangladesh, the City App aims to bring services to the most affected areas of a large and flood-prone slum. It is the first time Mr. Olthuis has brought his ideas to bear in development work and is almost entirely funded by a foundation he set up that receives funding from Dutch partners.

The floating structure that will pioneer the program was built this year in a yard in Helmond in the south of the Netherlands, nearly 5,000 miles from Dhaka, and features two rows of computers and benches. Four other models are now being built to bring other urgently needed services to Dhaka, although none of the units will consist of actual dwellings.

While he is mostly known in design circles for his open glass constructions, Mr. Olthuis sees a broader mission. He is also an academic member of the flood resilience group at Unesco-IHE in Delft, a water research institute.

In his version of the future, cities will make better use of their water surfaces. In some cases, they will have no choice. Mr. Olthuis envisions public buildings like schools, stadiums and even parks being moved to different waterside neighborhoods according to need.

“In 20 years,” he said, “cities are going to be different than today.”

AMSTERDAM — When asked about his three-story floating house in a gleaming new part of Amsterdam, Kees Harschel, a 65-year-old native Amsterdammer, likes to compare his living situation to winning the lottery.

“This house fits us like a second skin,” said Mr. Harschel, a retired physical education teacher, sitting in his dining room on the ground — or in this case water-level — floor of the house he has shared with his wife, Monique Spierenburg, since the couple had it built seven years ago.

In Mr. Harschel’s case, the comparison with a game of chance is more than just pride of ownership: To become part of the community of 36 houses floating on an artificial lake on Steigereiland, one of several man-made islands that make up the burgeoning new neighborhood of IJburg, Mr. Harschel competed with more than 400 applicants.

“My wife said: Go on, gamble — you won’t win anything, so try it,” said Mr. Harschel, who lived in a house on the Amstel river before moving to IJburg. But winning a spot in the small community — which the couple did in 2007 — was just the first step in a journey that would include hiring a renowned architect and battling the bureaucratic wrangling that comes with being a building pioneer in Europe.

The result is an expression both of one couple’s love of the water and of innovative living for which the Dutch — long known for their centuries-old ornate houses — are garnering an international reputation.

IJburg, home to about 20,000 people currently, is expected to eventually house 45,000. It has been rising over the past decade on a succession of artificial islands to the southeast of the city center, conceived to ease a chronic housing shortage. The area attracts many young families and professionals who, with a newly built tram line, can be in the heart of Amsterdam in 10 minutes.

The city has taken care to create a mixed community, with mansions, social housing and both market-rate and fixed-rent apartments, all sharing courtyards, public squares, parks, shopping centers and canals.

And while the 36 houses in Mr. Harschel and Ms. Spierenburg’s part of the neighborhood are all individually designed and built, those across the lake are by a single developer. Some are rented and some are owned by their inhabitants.

The couple’s house, which is nine meters, or 30 feet, high, rises just seven and a half meters above the water surface (the submerged 1.5 meters is part of the fully functional bottom floor) and is seven meters wide and 10 meters deep. (The width of the house is set by the size of the lock connecting the IJmeer to the little lake that would become its home.) Over all, the design accommodates 175 square meters of total floor space, or 1,880 square feet, with a 35-square-meter roof terrace.

The interior is the essence of Dutch simplicity. The main floor has a kitchen and dining room, where the couple do most of their socializing. Vast windows ensure the interior is flooded with diffuse reflected light and offer views of the IJmeer and the rest of the floating neighborhood.

The top floor is divided between an indoor living room and an outdoor patio. When the doors are open in the summer, the space becomes one, evoking architecture from much warmer climates.

Built to suit the couple, the basement includes two bedrooms, a master bathroom, an infrared sauna, a study and, according to Mr. Harschel, one of the most important rooms in the house: a two-and-a-half-square-meter woodworking and repair shop.

Although the house feels like a normal house, it is actually floating on its concrete basement foundation. (Power, water and other services are supplied via the fixed dock, which also acts as the land access, installed and maintained by the city.) Eye-level windows in the basement afford just-over-surface views.

Its unusual construction allowed the house to be built miles away from where it now floats, and if Amsterdam’s building code did not forbid it, the owners could simply take it with them when they moved.

“I’m a sailor,” said Mr. Harschel, who pilots saloon boats — canal boats often used for private day trips — around Amsterdam. His seven-meter Thalamus Working Boat is docked right next to the living room.

“On summer evenings we can just take some beer, wine and toast and have dinner out on the water,” said Mr. Harschel, who last summer sailed to the south of England, departing from and returning to the side of his house.

On the rare occasion when the lake freezes over, Ms. Spierenburg straps on her speed skates and takes to the ice without having to leave her house to reach the rink.

“It is much more a gateway to freedom than it is just a place to live,” said Koen Olthuis, who designed this house and whose architectural office, Waterstudio, specializes in designing floating buildings all over the world. “Skating around the house, swimming around your house — it’s marvelous.”

Both owner and architect concede that being one of the first houses on the pier came with costs.

“They paid a bit for the things we learned,” said Mr. Olthuis, explaining that the pioneering families did pay — in money, time and frustration — for what the city was learning about urban planning on water.

“It was a book this thick, but we were free,” joked Mr. Harschel, waving an imaginary building code volume.

Mr. Olthuis noted that the house had been built following code for land houses, which, in keeping with a mandate to build greener houses in the Netherlands, stipulated triple-glazed windows, heavy insulation and even a heat exchanger to retain heat from effluent — something that most houseboats, which tend to be light houses on a heavy foundation, avoid.

Mr. Harschel estimates that the couple spent 350,000 euros, or $380,000, to build the house (the lease for the lot is €600 a month), and guesses that the value of the property has probably more than doubled in the years since it was built.

“These people living here are pioneers; they are willing to take a risk, they are willing to try stuff out,” said Mr. Olthuis. “They all have a very strong feeling of freedom. That’s why they came here.”

As seas rise, future floats

PARIS — It might seem to be a futuristic scene like the one depicted in Kevin Reynolds’s 1995 movie “Waterworld.” But floating pavilions and cities may in fact help communities adapt to the effects of climate change, as well as meet the challenges of ever-rising real estate prices and congestion in urban areas.

From single homes to office blocks and even roads, the construction of floating cities could make low-lying nations habitable amid dramatically rising sea levels and storm surges, according to DeltaSync, a design and research company that specializes in floating urbanization.

Sea levels rose as much as 20 centimeters, or 7.8 inches, over the course of the 20th century, and the Intergovernmental Panel on Climate Change estimates a rise of 18 to 59 centimeters by 2099. In low-lying, heavily populated deltas used for agriculture, like those in Bangladesh, China and Egypt, such rises will have a devastating impact.

“Currently, for the first time in human history the amount of people that live in urban areas is larger than the amount that live in rural areas,” said Rutger de Graaf, founding partner and research director at DeltaSync. “The degree of urbanization is expected to rise further toward 70 percent in the 21st century.”

Eleven of the world’s 15 largest cities are built on coastal estuaries. The two largest, Shanghai and Mumbai, have populations of 19.21 million and 13.83 million, respectively, and such rises in sea level would have disastrous consequences for both. In India alone, land losses could range from 1,000 to 2,000 square kilometers, or 385 to 770 square miles, by 2030, destroying as many as 150,000 livelihoods, according to the United Nations Food and Agriculture Organization.

As traditional land use or creating landfills is not a sustainable answer to the unpredictable effects of climate change, DeltaSync believes floating-city technology offers a better solution. In countries like the Netherlands, where approximately half of the land lies less than a meter above sea level, such technology is a viable alternative to repeated raising of dikes, which must be altered in accordance with rising sea levels. Floating constructions naturally rise with the water level, negating the need for adjustments or rebuilding.

Floating pavilions are also a less risky option, as dikes may be in danger of eroding, shifting or even eventually tearing open, unleashing floodwaters of devastating destruction.

Floating cities could also be a practical solution to overpopulation and congestion, opening up the possibility of more space for civilian housing and public buildings. In New York City, almost half of all high school students were studying in overcrowded conditions in the 2008-9 school year, according to the Independent Budget Office, which provides nonpartisan budget information about the city. Creating a floating facility could be a practical answer to such congestion-related problems.

“Constructing floating buildings is a promising solution,” Mr. de Graaf said. “It enables multifunctional use of space in densely populated areas, without further increasing flood risk.”

The world’s first floating pavilion was built in Rotterdam. It was constructed as a response to the city’s objectives to reduce CO2 emissions by 50 percent and to ensure that Rotterdam remains climate-change resilient in the future.

“Twelve months ago, all we had was a sketch, a plan, and the drive to make it work,” said Rob Tummers, building director of Dura Vermeer, the construction group behind the pavilion, when the structure was formally unveiled to the public on June 26. “The laws and regulations required to build it had yet to be developed and adopted.”

The construction, which took just six months to complete, was built directly on the water, rather than on a dry dock. It serves as an exhibition and reception space focusing on Rotterdam’s water management, climate change and energy. The pavilion is 12 meters high, with a floor space the size of four tennis courts, and can accommodate approximately 500 visitors. It has a plaza and dome section, including an auditorium that can seat up to 150 guests. Although it can be moved, it will remain moored in the Rijnhaven port for five years.

Paula Verhoeven, Rotterdam’s climate director, called the project “remarkable,” noting that it demonstrates Dutch “ability to realize sustainable and climate change resilient constructions.”

To ensure that the pavilion remained lightweight and thus unsinkable, it was constructed using five layers of expanded polystyrene sheets, the thinnest layer measuring 20 centimeters and the thickest 75 centimeters, and made buoyant by tiny air-permeated cells. The thickest layer contained a grid of concrete beams and was fastened to prefabricated concrete slabs, forming the hard shell of the island and acting as a protection against waves. The subsequent addition of a 20-centimeter-thick concrete floor made the island’s total thickness 2.25 meters and rendered the floating island a rigid unit.

“Building three to four levels high is possible without problems,” Mr. de Graaf said, addressing concerns about the stability of the structure. “Higher can be done, but it requires larger platforms than the building footprint or more depth to stabilize.”

In order to continue to keep the weight to a minimum, the domes of the pavilion were clad with special ETFE foil, a transparent material that is approximately 100 times lighter than glass. The pavilion is connected to the mainland by a footbridge.

The construction also implements a Thermal Energy Storage system, with layers of water acting as insulation for the storage facility, maintaining a sustainable energy and hot water supply through solar panels. Water is collected through rain-water harvesting, or by drawing from the large reserve on which the pavilion floats. Subsequent constructions would adopt similar techniques, with the goal that floating cities be self-sufficient in terms of both water and energy supply, relying on solar energy and surface water. Even the toilet water will be purified by its own system.

Mr. de Graaf, also a civil engineer, is in talks with officials in New York and other cities. “We are talking about starting up a data collection study to gain more insight in the water quality aspects of building on water,” he said. “Water in lakes and old port areas are perfect because of the gentle wave conditions.”

Rotterdam’s pioneering model could be the first of many to come, as such projects are not unique to DeltaSync. Waterstudio.NL , an architectural and city planning company, has unveiled similar innovations to build floating structures. Its master plan, called Het Nieuwe Water, or The New Water, is geared toward “a new relationship with the water.” The project was presented to the 2009 World Architecture News Awards and is “one of the leading projects of architectural homes,” according to its architect, Koen Olthuis.

The project includes a total of 1,200 new houses, of which some 600 will be floating. The planned area of development is one of the lowest areas of the Netherlands, between The Hague, the North Sea beach and Rotterdam, on land reclaimed from the sea. It once housed greenhouses, but these have now been cleared to make way for the project.

“The building work will be completed on dry land,” Mr. Olthuis said. “Afterwards, we break down the dikes and let water come in.”

The first stage of the project will be construction of Citadel, the world’s first floating apartment complex, with a planned 60 luxury apartments, including parking spaces and large terraces. The New Water is scheduled for completion by 2017.
